1513646 - Remove remote-action infrastructure

Once bug 1436129 is done, there will be no need for remote actions. We should remove all the machinery that supports remote actions, including the parts of ActionsManager that downloads and prepares remote actions, the driver that gives remote actions power, the sandbox that isolates remote actions, and any other parts that only exist to support remote actions.
