Firefox 65.0b4 (BuildId:20181211223337).
Firefox 66.0a1 (BuildId:20181212215507).

Windows 10 64bit.
[Unaffected platforms]:
macOS 10.14
Ubuntu 16.04 64bit.
Windows 7 64bit.
[Preconditions]
Enable High Contrast #2 theme.
[Steps to reproduce]:
1. Launch Firefox.
2. Access the about:performance page.
3. Hover over an available task.
[Expected result]:
The tooltip is successfully displayed.
[Actual result]:
The tooltip's text is not visible.
[Regression range]:
This is not a regression.
[Note]:
This is not reproducible with High Contrast #1, High Contrast Black and High Contrast White themes in Windows 10.
This is also reproducible with the "Show in Add-ons Manager" and "Close Tab" tooltips.

Is this specific to about:performance, or does it also happen with tooltips elsewhere in the browser?

Indeed..this is not about:performance specific (reproducible with about:preferences tooltips as well).

There are longstanding Gecko bugs about not everything being invalidated when changing themes. You likely just need to restart the browser. Unless this regressed in the last year or so, there's probably no point in keeping this open. We could also dupe this against one of the old known bugs, but I don't have them handy.
