1514221 - regression: youtube vp9 videos stutter since version 64 on linux

Steps to reproduce:

Playing vp9 videos on youtube (h264 playback is fine).

It can be subtle depending on the frame rate of the video but it is definitely noticeable on videos such as:

Actual results:

It says that 0 frames are dropped, but frames are definitely missing in windowed mode and full screen mode.

I have tested it on two different machines (a laptop with Intel integrated graphics on Xubuntu 18.04 and a desktop with an Nvidia gpu on Fedora 29) and they both exhibit the same issue.

I have run mozregression and here is the result:

Expected results:

Smooth playback.
vp9 playback was smooth with Firefox 63.

I can confirm stuttering on Youtube videos for Firefox 64.0 64 bit(63.x is fine) on Windows 17763.194 too under Radeon RX 570 based card with latest Adrenalin driver 18.12.2 on AMD Ryzen 7 1700 cpu. Only VP9 coded videos are experiencing stutter. Other codecs work great in Firefox 64. Reverting back to Firefox 63.x fix the issue.

Disabling hardware acceleration is not a valid workaround this time.

I've tested this report on Ubuntu 18.04 x64 and Windows 10 x64 using the latest Nightly and Fx release build. I did not manage to reproduce the stuttering when playing the provided video. However, my machine is running on Intel Graphics HD 630. 

Could please take a look at this report. Regression range from the reporter shows your patch might be the cause for this issue.
