NSS, DevTools and other products don't have "Has STR" and "Has Regression Range" fields

"NSS", "DevTools" and "Firefox Build System" were once components of Core and Firefox, and they had those fields. Since they became separate products, they no longer have them, but I think these fields would be applicable in this case. "DevTools Graveyard" also doesn't have those fields. We don't care too much about it as no new bugs will be filed there, but it might be useful for historical purposes. "Tech Evangelism" also doesn't have those fields. In this case it definitely makes sense to have "Has STR" and, even if the bug is not in Firefox, it might make sense to have "Has Regression Range" too (e.g. if a website is depending on a feature that we remove/change in Firefox, then we can have a regression range).
These changes will require code changes so it will be next year before we roll out. I will create the PR for this for review.

We should add 'WebExtensions' too, which was moved from being a Toolkit component to being a separate product. David, what will happen to bugs, such as bug 1376302, where at some point the flag was set? Will it be added back?
Also `Firefox Graveyard` (and maybe other graveyards too?). I know we don't care about them going forward, but by removing those flags we lose information about past bugs.

Will it be added back? The value is still stored in the DB, just the form element is removed. So the old value should just show up once the element is enabled again. Added WebExtensions and Firefox Graveyard to the github PR.
These changes have been merged to master and will be in the next deployment.
