User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:65.0) Gecko/20100101 Firefox/65.0 Steps to reproduce: Updated to ff65.b04 from ff65.b03. Started firefox. Actual results: Dark theme does not affect title bar -- the title bar is bright blue (Windows 10 system default color) instead of dark grey (theme color). Active tab is dark grey, but inactive tabs and the rest of the title bar are blue. Expected results: Title bar should conform to theme color.
