The transplant service should follow the standard model established by CloudOps the want lando-ui and lando-api do.  Some of this work was already performed in order to deploy the development instance that we currently use, but more work will need to be done to make production properly deployable.

while this work is completed it hasn't been landed.

this is in our back pocket should the ops teams require re-provisioning to cloudops; otherwise it's likely transplant will be rolled into the lando system proper.
