[Steps to reproduce]:
1. Pin a few tabs.
2. Right-click on one of them and click on "Select All".
3. Click on "Close Tabs".
4. Reopen the browser.
[Expected result]:
- A new tab is displayed.
[Actual result]:
- The last pinned tab is still present.
[Regression range]:
- I don't think this is a regression. I can still reproduce the issue on Nightly from 2018-09-29.
