[meta] don't add information about failed post test run checks to failure summary if there were failures earlier during the task execution

There are some checks after the tests in a task got executed, e.g. if some meta data got generated (like perfherder performance data). If there is a crash during the task execution that meta data doesn't get generated and 1 or more failure lines about this get added to the failure summary but provide no value because the real issue is earlier in the log. They shall only be added if there was no failure earlier in the failure summary.
