1. Open the test case attached (from the Chromium bug listed above).
2. Click on the 'OK' dialog button that says 'Your Computer is permanently blocked' to gain focus for the current window.
3. Attempt to close the browser tab (give enough time for the custom cursor to load).
We should likely follow suit by limiting the custom cursor size to prevent this kind of browser lock scam.
