See attached. Taken from Windows 10.

I guess the fake caret should flash similarly to how a normal caret would on the address bar.

Priority: -- → P3
Component: Activity Streams: Newtab → New Tab Page

On Windows, the default blinking rate is 530ms.
So, changing this:
https://searchfox.org/mozilla-central/rev/a707541ff423ade0d81cef6488e6ecfa09273886/browser/components/newtab/css/activity-stream-windows.css#1169
to use caret-animation 1.06s steps(2, start) infinite, makes this pretty similar to the native blinking rate.

Summary: Fake caret is flashing unnaturally → Fake caret is blinking unnaturally

On Windows the default rate is known to be 530ms, so match that.
In Linux the rate seems to differ in different distros, and for macOS I couldn't find any recent info on the blinking rate.
