Context:
We want to ship profile per install on Jan 28th. Since this will cause changes to profile management we want to inform Nightly users ahead of shipping the change and we identified the Whatsnew page as the best vehicle for this. Whatsnew can although currenlty only be triggered on major releases and we need to display it 2 weeks before 67 is made available to nightly users (Jan 14th)
What is needed:
- Web Dev to cover whatsnew page update (string changes to comply with https://docs.google.com/document/d/1GTkx_2uM_-Dre23qg3mrqCSndJA_9RfHS-jyV5x82hY/edit#)
- Localisation process
Bug 1518799 covers already triggering the page out of main release updates.

Just a reminder that we already built and shipped some existing pages to cover this, that have yet to be used (afaik)

Some clarifications:
- This bug is for a Whatsnew page intended to be exposed to Nightly users 2 weeks ahead of the merge. This page will help warn users of the upcoming change so they can be prepared for it.
- https://www.mozilla.org/en-US/firefox/profile-migrate/ and https://www.mozilla.org/en-US/firefox/profile-downgrade/ were done as an attempt to ship profile per install but ended up not being used. We're now implementing a new design (https://mozilla.invisionapp.com/share/NXPOZFN2MFC#/screens/337965708_Modal3) through bug 1474285. Dave can you please confirm if you re-use these pages on bug 1474285 or if we should just remove them?

Final requirements for this page from https://bugzilla.mozilla.org/show_bug.cgi?id=1518799#c5
- Create a new page at https://www.mozilla.org/firefox/dedicated-profiles/
- Use the Nightly /whatsnew page design and layout for this new page [1]
- Replace the content with the copy deck linked in Comment 0.
- Have this page live in production before Jan 14th.

Per slack discussions we agreed on the following:
- no localization done on the page (large en-X population, long time frame for localisation)
- page gets exposed to all locales (high share of nightly population is assumed to be english speaking even if not on en-X locale)
- page gets exposed on Jan 14th

Just FYI: I just got directed to https://www.mozilla.org/en-US/firefox/dedicated-profiles/ when I opened Nightly but that page doesn’t exist yet. So if you want to inform users about this change, you might have to trigger the page again when it exists.

Yes, we've backed out the nightly change pushing users there. We'll re-land for a later date.
