In Bug 818686 we noticed that there is dead code behind #ifdefs in nsssysinit.c.

Based on build configuration, #ifdef XP_UNIX will always be true and #ifdef XP_WIN will always be false. That code can be cleaned up.

This code was dead.  It was never built.  Deleted code >> dead code.
