Default bookmarks should not be recreated and re-synced

User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:66.0) Gecko/20100101 Firefox/66.0
Steps to reproduce:
(1) In Firefox on device A, delete Mozilla Firefox folder from bookmarks.
(2) On device A, sign into Firefox Sync.
(3) Install Firefox on device B (where there was installed yet or the Firefox user data was deleted).
(4) On device B, sign into Firefox Sync.
Actual results:
(5) Check (on either device) the bookmarks: the Mozilla Firefox folder is there again, as it was synced from the device B.
(6) If you repeat this process on multiple devices, you will end you will end up with multiple Mozilla Firefox folders in bookmarks.
Expected results:
In my opinion, the default bookmarks, if they were deleted and synced, should not be re-synced when a new device was added.

Yep. :-/ Default bookmarks are tricky; bug 1177516 (and its dependencies) has more details. We'll probably end up fixing this by making default bookmarks virtual, as I think Firefox for iOS does, so that they're not synced at all. Thanks!

Sorry for creating duplicate bug report—with the zillion bug reports at bugzilla it’s quite easy miss a report of the same bug. :)
