1519737 - move pluginProblemBinding.css to the UA style sheet cache

pluginProblemBinding.css is loaded into every document (chrome and content), through the chrome registry / category manager. If we moved it to nsLayoutStylesheetCache, then it can be part of the shared UA sheets in bug 1474793.
