[Affected platforms]:
Platforms: Windows 10 x 64, and Ubuntu 16.04 x64.

[Steps to reproduce]:

1. Go to "about:preferences#privacy"
2. From "Form & Autofill" click on "Saved Addresses"
3. Click on "Add" and observe "State" field

[Expected result]:
"State" field should be aligned with the rest of the fields.

[Actual result]:
"State" field isn't aligned with the rest of the fields on Windows and Ubuntu.

Happy to take a patch in nightly 67, or potentially, in beta 66 for this.
Marking as fix-optional to remove it from weekly regression triage, since there is a priority assigned.

Bulk change for all regression bugs with status-firefox67 as 'fix-optional' to be marked 'affected' for status-firefox68.

Something has fixed this issue but I can't find a fix candidate. Tried to use mozregression to find a fix but the state field seems to be aligned as expected in Fx66 and Fx67. Marking as WFM.
