Reproducible: Always Steps to Reproduce: 1. Open a new mozilla window 2. mouse over `New tab' button 3. mouse out `New tab' button, notice that the tooltip is still there if your action is quick enough ;) 4. mouse over `New tab' button again 5. Dismiss the tooltip by clicking a mouse 6. Try to click on menu or toolbar Actual Results: Widgets like menubar and toolbar cannot be focused. Expected Results: Everything in normal state

I can confirm this. Self built from trunk on Linux.
confirm using Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.1a) Gecko/20020614, buildid 2002061408. after doing the "Steps to Reproduce", the mouse couldn't click on any button in the menu, but can open the menu by using right-click on the mouse. the keyboard was working fine.
2002061504 linux -- happens exactly as described. and, afaik, for any tooltip.
