Steps to reproduce
0.(For Linux Only) In about:preferences check that DRM content is enabled.
- Check in about:addons if Widevine is installed.
- Install a VPN.
- Select North America.
- Reach http://goo.gl/0cVfha
- From the drop down menu select Widevine 16 Byte IV.
- Click load.
- Wait for video to start then disconnect from the VPN.
Expected result
- The video continues to play while switching to your normal non-vpn connection.
Actual result
- A networking error appears and the video stops.
Regression range
Will look for a regression range as soon as possible.
Additional notes

This issue also occurs when selecting Angel One (multicodec, multilingual, Widevine).

This bug has a low reproduction rate, so the steps have to be repeated multiple times.

This bug only occurs on the ESR build. FX Nightly 66.0a1 20190115103851 and FX Beta 65.0b11 20190114172331 are not affected by the bug.

Unfortunately, because of the low reproduction rate of the bug I cant find a regression range.
