Special-casing the Family Safety Root complicates the logic of our enterprise/third-party roots feature. Security-wise, they represent similar risk, so we can just fold them together. (Also telemetry indicates we have very low usage of the Family Safety Root feature.)

The Family Safety Root feature is seldom used and security-wise is essentially
equivalent to the enterprise or third-party roots feature. This patch folds them
together to simplify future improvements.
