Steps to Reproduce:
1. Select Window form the OS X menu bar

Expected Results: Tabs are a relatively new item which really hasn't been
address on any platform (that I know of). And i think you should actually creat
a TABS menu item that resides just left of the Window menu. You can then have a
list of Tab related functions like Close Tab "Apple: OS X", Next Tab,
Previous,... You could also add the feature of Grouping Tabs to bookmarks. I
thik the most useful item could be a list of all current windows (with the
Window name greyed out), but then list all tabs in that window just below for
quick selection of tabs (even Docked Windows).
Here's an example, with explanation first
1.ALL CAPS means grey-out unselectable menu item
2.two widows, each with three tabs
3. this is the entire menu from top to bottom

In the example above, there are two main windows. A MOZDEV.ORG and an APPLE
window. They each have three tabs. To go to one of those tabs without messing
through a lot of windows (perhaps the windows are covered by windows from
another application due to interleving), simply scroll down thorugh the list of
tabs and choose the one you want. If that tab is in a Docked (minimized)
window, it will 'genie' that window out of the Dock, and make the selected tab
the current focus.

I'd just like to add that the more I think about the Tab Menu idea, the more I think it's necessary. There really is no other way in the interface right now to navigate through tabs besides actually cycling through the windows and through the tabs.
If oyu have a bunch of windows and a bunch of tabs in each, it will be a nightmare to find that particular tab you are looking for -- especially considering that the Window Title and Window Menu only display the title of the most recently loaded page.
With the Tab menu proposed, someone can quickly go to the menu, see all tabs, which window they're associated to, and choose from a list. Additionally, it would be a great place to add:
Open Recent Tab >
Save Tab
Save Tab As...
Print Tab...
Since oyu are able to actually focus in on a tab in a menu, perhaps you could also utilize sheets (coming out of the tab) for the Save & Print commands...?

Close Tab is now in the File menu next to Close Window. Marking fixed.

Verified that the close tab menu item has been moved in the 07-08 build on OS
10.1.5.
