1520913 - No option to exclude sites from Saved Logins through Group Policy templates

I have noticed that there are not option to exclude certain sites from Saved Logins via Group Policy templates. It should be there to make it easy for administrators to add desired sites.

Approved for 91.10esr. Per standard practice, policy-only string changes don't need extra l10n approval.
