Firefox 66 nightly on Windows 10.

STR:

1. load https://bugzilla.mozilla.org/show_bug.cgi?id=1521468
2. save the attachment from comment #0 to your local disk
3. middle click on the attachment URL in bugzilla to open it in a new tab
4. the Tab title is "bugzilla.mozilla.org/attachme" and the complete URL+Pid is displayed on hover
5. Open the saved attachment via D&D or Ctrl+O in the open tab from step 3
6. the Tab title from the local file shows bug1521468.bmoattachents.org and the full bmoattachements.org URL is displayed including a Pid

Expected result:
show the local file path as title

This is a regression:
