1521983 - remove CERT_PINNING_MOZ_RESULTS/CERT_PINNING_MOZ_TEST_RESULTS

We should probably not be collecting CERT_PINNING_MOZ_RESULTS/CERT_PINNING_MOZ_TEST_RESULTS (indeed, the latter is empty). From what I can tell, we'll only collect this on hosts that we've marked as "Mozilla" but haven't assigned a telemetry id. Currently the only entries in this category are "cdn.mozilla.net" and "cdn.mozilla.org", which means CERT_PINNING_MOZ_RESULTS basically functions like a special combined version of CERT_PINNING_MOZ_RESULTS_BY_HOST for just those two domains. This is a bit pointless, so we should remove the non-specific histograms and give the CDN entries IDs (unless there's a good reason not to?)
