This applies to the production version of the Pocket/Newtab, but it is not needed for our experiment MVP.
We should ensure when shipping the Pocket new tab page to other regions that we limit the regions in which we show spocs, either through the endpoint and/or via the pref config.

I have verified that SPOCS are still displayed on new tabs on the latest Nightly 68.0a1 (Build ID 20190415213626) on Windows 10 x64, MacOS 10.14, and Arch Linux 4.14.
