15226 - backspacing from end of document does not repaint correctly

Description

[buster]

open the default editor page
make the window small enough that there is a vertical scroll bar
put the cursor at the end of the document
hold down the backspace key
notice that as each line is deleted, the scrolling is not correct.  the next
line is moved to the bottom of the window, but the rest of the document is not
scrolled.
I can get this to happen within the document too, not just the end.  But it
happens reliably at the end.

Kin, this sounds a lot like that other problem we were looking at. Is this a
DUP or a different problem?
