Watching https://pearce.org.nz/video/quake-720p.webm on Lenovo Yoga C630 I see a VideoPlaybackQuality of 78% in DevTools Media Panel. That is, we're dropping 22% of all frames, which makes video not look so good.
We're using the hardware decoder VP8 decoder.
According to the media stats, we're mostly dropping between parsed and painted frames.

A 720p vp9 video and a 720p h264 video play fine, so maybe it's just that the vp8 hardware decoder sucks on this device.
