This bug will be specific to a first pass proposal while the questions yet to be answered about ecosystem client identifiers are being discussed. We can proceed with most of the design work by drawing a box around "ecosystem_client_id: TBD" and linking out to the discussion.

Its state is "early days, yet". Still working with a handful of people on fleshing it out. Will use email to send it out to the wider ecosystem group later this week. Might be "in-flight" as Data Engineering reckons it by Monday the 25.
