Ubuntu 18.10 has Noto Color Emoji font pre-installed which some websites may preference and has noticeable aliasing with WebRender enabled.

This does not reproduce for me at all if I install the Noto Color Emoji font. I would need to see the installed version of Noto and what fontconfig rules are being used to set up the font to really know what's going on for you.

This happens in a clean Ubuntu 18.10 live ISO.
