Firefox 65 breaks Flash file access on Windows

Steps to reproduce:
After updating from 64.0.2 to 65.0 on Windows 7 x64, many Flash games are broken. Cannot save or load, many hang during startup unable access their files. Using Procmon, I can see a lot of ACCESS DENIED entries for paths like C:\Users\XXXXXX\AppData\Roaming\Macromedia\Flash Player\#SharedObjects\NB4CWQC4\XXXXXXXX\gamez\0020\4650\live
. I'm aware this problem existed in Firefox for Mac, now it appears it has come to Windows.
Actual results:
Flash games do not work.
Expected results:
Flash games work like they did in 64.0.2.

Actually that worked for me.
Firefox needs to be restarted.
