Download fails when /tmp runs out of space regardless of the destination directory

Details
Although I'm downloading to a directory on a filesystem that has plenty of space
for the file in question, if /tmp's filesystem does not have enough space to
hold it, the download fails with the error message: There is not enough room on
the disk to save /tmp/<some temp name>.
At the very least, the dialog should be more informative. At best, Mozilla would
recover when this situation occurs by downloading directly to the (real)
destination directory.
