Post-MVP (of event delivery to out-of-process iframes), we should investigate if it's feasible to couple graphics clipping and hit test region setting such that the parent of an out-of-process iframe cannot cause the event dispatch to deviate from what the graphics shows.
(Maybe already always OK with WebRender?)

Post-MVP means Fission Milestone "Future"
(Maybe already always OK with WebRender?)
btw, we currently plan to enable WebRender for all Fission users.
