The HTML templates in the webapp have deep nesting in many places. Because of that, it'd be a lot easier if we were using 2-space indents rather than 4-space indents.
This bug covers making that change.

Grabbing this to do now. It's been difficult to edit templates recently and fixing this would make it easier.
