tc-lib-references defines a "serializable" format, and in fact we store the docs in that format in the built docker image. Let's also make that available at the root of /references as a quick way to access the refernces data from a running service.

Thanks Dustin, that is a nice feature to have, and could simplify client generation, although I don't think there is any urgency for us to migrate over at this point.
