Steps to reproduce:

Mentiond plugins do not install and remain in "will be installed shortly" state if the user name of a Win10 account ist not equal to the folder associated with the account. E.g. if Win10 user name is 'foo', but the account is tied to the folder 'C:\users\foobar'.
Renaming a Win10 user does not change his user's folder name so this is easy to reproduce.
Another way to reproduce is:
Create new local user user. Log in once, don't start FF(!), log off.
Modify user's folder name from admin account, reassociate via regedit (many howtos on www).
Now on start of FF from the new local user account, the plugins wont install.

Actual results:

Fresh Win10 install (Home / german / Ryzen2500U).
Renamed local user due to a typo on first setup, via Win10 settings.
Istalled FF. All ok except no DRM video play.
This due to open h264 and Widevine plugins permanently hanging in "will be installed shortly" (for days).
All usual fixes as per www did not work (remove hosts file, uncheck DRM in settings, modify various entries in about:config, reinstall ff etc.). Cost me a LOT of time boyz!!!
After renaming the user folder to the same as the user name (setting up another admin account, and from this one, rename the other account's folder and regedit / restart, see www) the plugins instantly installed and everything works.

Expected results:

The plugins should have installed regardless of the combo of user name and name of the user's folder. These are commonly inequal due to user rename in Win10 not changing the user folders name....
