Mozilla attempts to log me in as anonymous -- I have an account that I maintain
at the above URI. There is no apparent recovery from this (except to use
another package for FTP).

That pref is to do with what email address to send when you log in anonymously,
not whether or not to use anonymous logins.
Dupe of bug 124561 - use ftp://username@host/ to work arround this.
