1527853 - [Translate.Next] Remove all code related to the old translate page

This should be the final step of the Translate.Next project.

Once Translate.Next is complete and used by default for every user, we can safely remove all traces of the current translate page. That includes several chunks of code:

• transition code (switching between the old and new apps)
• django views, templates and assets for the translate page
• code that is not being used anymore
• and probably a lot of other things, an extended audit might be needed

I'm filing this now so I can reference this bug next to temporary code.
