User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:65.0) Gecko/20100101 Firefox/65.0
Steps to reproduce:
Run Firefox 65 on Linux Ubuntu 18.10 (Wayland, Gnome), see the config screenshot in the attachment.
lspci | grep -E "VGA|3D"
00:02.0 VGA compatible controller: Intel Corporation UHD Graphics 620 (Whiskey Lake)
Open https://www.youtube.com/watch?v=sFe_HRmT9Xg (from Mozilla channel) or most of the videos on YouTube and make it fullscreen.
Actual results:
When the scene changes rapidly you can see the frame is broken in a half (see the screenshot). It's like the video frame is not synchronized with the monitor refresh rate.
Expected results:
The video in fullscreen mode should be played smoothly without broken frames like they are in non-fullscreen mode.
Chromium plays the same video with no artefacts.
There are no problems with playing any video in VLC or MPlayer

I tried reproducing this issue on my Ubuntu 18.04 64bit VM
User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:65.0) Gecko/20100101 Firefox/65.0
On my VM video streaming is usually slow. I didn't see any difference in video frame while playing fullscreen or non-fullscreen mode.
Placing this under Core: Audio/Video, so someone can look into this.

There's no proper v-sync when using the default basic compositor.
You need to enable HW rendering.
go to about:config and set
layers.acceleration.force-enabled to true
restart firefox
Additionally, you can enable webrender.
MOZ_ACCELERATED=1 MOZ_WEBRENDER=1 /path/to/firefox
