When you look at a page that has chinese symbols that display fine in the
document (i presume - I don't read chinese), and the title is in Chinese
symbols, you can view source, and see the chinese symbol title, but the window
title bar title displays "????"

Reproducible: Always
Steps to Reproduce:
1.Go to chinese website

Actual Results:  Title appears "????" even though view source shows chinese
characters

Expected Results:  shown chinese characters
