Often these jobs run in 20 to 30 minutes, well within the 60 minute max-run-time, but bug 1411358 has several recent examples where the build was still progressing when it hit the 60 minute mark.

Is this just variation in instance speed? Let's try bumping max-run-time to 5400 seconds.
