Record and store 3 YT videos that last between 10 and 30 seconds.

These videos should be downloadable locally when running the proxy tool in media/ tests.

The recorder needs to generate a tarball that can be downloaded by the test as an artifact. See bug 1529501

we'll use a single tooltool-based tarball for v1, so closing this for now
