I couldn't find a shorter regression range but the regression started with Firefox 60.

So I couldnt reproduce this before, but I can now, its a display issue and not a security issue so I think P3 seems reasonable.

Pretty sure bug 1427350 regressed this, it looks like switching to the autocomplete-richlistitem (from the plain one), provided automatic url decoding: https://searchfox.org/mozilla-central/rev/3aef835f6cb12e607154d56d68726767172571e4/toolkit/content/widgets/autocomplete-richlistitem.js#412 (up to date link).
