Once services have moved to structured logging via stackdriver (bug 1307271), we should figure out how workers fit into that world.

I think worker-runner takes care of this now, do you agree?

Ish -- workers are still not producing structured logs, nor are we sending them anywhere that understands structured logs. The framework is in place to support this, but we're not doing it.

I think this is super low-priority, though. Let's let the places where we need structured logging (such as the WORKER_METRICS things?) drive this. So I'll close this in favor of the more general bug 1616931.
