I have tested this on the sites listed as "failing" in bug 151620, comment 25
and they render identically with this patch and without it.  Further, I have
run the layout regression tests with this patch and without and observe no
change.

Requesting sr= from Waterson or anyone else...

r=dbaron too.  This will also fix the case of td not in the HTML namespace.
I guess I should take this too.
