1530982 - Create a central "dummy_page.html" for use in mochitests

We've got 13 instances of a "dummy_page.html" across our mochitest directories:

(and a bug I'm working on would like to add it for another directory).

Most are exactly the same, there's only one which has an actual link.

I think it might be simpler if we could stand up one dummy page shared with all mochitests.

Tentatively assigning to myself, to at least work out if there's any requirements for the dummy_page, or if it can just be any one of them.
