1531410 - New about:config jumps around when all shown prefs have their default values

Steps to reproduce:

1. Enter a search term that retrieves only prefs that are set to their default values. I have used the term "register".
2. Click to change the value of any pref.
3. Click to reset the value of that pref.

Expected results:
Page content other than the pref changed should remain unchanged

Actual results:
Entire columns of the page jump around on each click.
When the page state changes such that all prefs are at their default values, the column for the Delete/Reset buttons disappears. When any pref is no longer at its default value, the column reappears, causing the rest of the page's content to be rearranged to accommodate it.
