We need to add similar protections to our HTTP cache partitioning to what Safari added for ITP 2.1.

Ehsan, can you help me to prioritize this?

This is a performance improvement mostly. Fixing this would mean that we would deduplicate the cache partitioned entries which should overtime (hopefully) improve network load performance, but I don't think this is super high priority at the moment...
