Latest 67.0a1 Nightly on Windows 8.1

The Private Browsing start page is empty the if 'Never remember history' option is active.

Steps to reproduce:

1. Open Firefox's Options/Preferences.
2. On the left, switch to "Privacy & Security".
3. Scroll to "History".
4. Switch to "Nightly will 'Never remember history'".
5. Confirm the prompt to let Firefox restart.
   Actual result: Tab content is empty.
   Expected result: about:privatebrowsing shown

Same here.
When "Always use private browsing mode" is set in "about:preferences#privacy", Nightly starts a blank window ignoring "Custom URL…" of "about:preferences#home".

I was able to reproduce the issue on Firefox 67.0a1 (20190302184048) under Win 7 64-bit and Mac OS X 10.14.1. (the browser from the left side in the video).

This issue is verified as fixed on Firefox 67.0a1 (20190307094951) under Win 7 64-bit and Mac OS X 10.14.1.(the browser from the right side in the video).
