Steps to reproduce:

while creating new bug here...
https://bugs.documentfoundation.org/enter_bug.cgi?product=LibreOffice
...set the Severity to "major"

Actual results:

Severity user input field was ignored, the bug was created with "normal" severity. No error or warning was provided that this had happened.

Expected results:

If user is not authorized to set the Severity, should not solicit for user to set the Severity. And, warning or error should be given to user to let them know that the value saved was different from the value provided by the user.
