1532329 - Build a Mac sccache toolchain binary for use in `mach bootstrap`

We don't do native Mac builds in CI anymore so we don't build a Mac sccache toolchain binary:
https://searchfox.org/mozilla-central/source/taskcluster/ci/toolchain/sccache.yml

We should add one so that we could fetch it from mach bootstrap for developers building on macOS. There's precedent here in the form of the cbindgen toolchain task which we build for the same reason.
