Thanks for your report!
I wasn't able to reproduce this following the exact steps that you provided in the description on the latest Nightly build using a tablet Nexus 9 (Android 7.1.1).
Could you please make a video? Thanks!

Does this loading problem only happen with the https://hg.mozilla.org/mozilla-central/firefoxreleases page? It's a looong page that is slow to load in Firefox and Chrome on desktop, so I'm not surprised it takes a long time to load (or times out) in Fennec.
The other tabs are probably unable to load other pages because the firefoxreleases page is hogging Gecko's main thread. Fennec doesn't use e10s, so all the tabs and app UI share one process.
Thank you for your response.
It probably applies to other pages as well but this was a reliable example.
What you are referring to might be another bug.
This is about tapping the X not having an impact.

Hi,
Thank you for reporting the issue.
I was able to reproduce the issue from the steps, on the environment mentioned below
Environment:
Device: Nexus 9 (Android 7.1.1)
Builds: Nightly 68.0a1 (2019-04-17); Beta (67.0b11) and Release (66.0.2)
I will mark the issue as New.

Based on the steps in comment 0 and attachment 9052226 [details], this looks like it might be a UI issue? After the user taps the stop button, the little loading bar doesn't go away, and that persists across tab switches.
Comment 3 also mentioned bug 1493225, but I don't think that would help (or hurt) this issue, since that's really just about navigating to another page via the back/forward buttons (or entering a new URL in the location bar).

Thank you for your response.
I had been going back and forth about cc'ing you before/after that bug landed.
Bug 1493225 seemed related with heavy page load in commmon.
The progress bar behavior might be a visual indicator of the bug itself as the X does goes away but comes back.
