Bug 1515823 disabled D2D on all Qualcomm devices due to bugs. That's a pretty big hammer and it would be a shame if we forget about the issue and end up leaving things that way forever.

When future hardware and/or OS updates come out, we should investigate whether we can re-enable D2D or at least make the disable conditions more narrow.
